From Pilot to Plumbing: The Making of an MSME Finance Platform
A case study of how an invoice-discounting platform became mainstream for Indian MSMEs: regulation, anchor buyers and policy nudges.

Invoices moving from a supplier to a bank on an electronic screen · Editorial preview.
The Problem and the Design
The problem: Small suppliers waited months for payments. Informal discounting existed but was expensive and opaque.
The design: The RBI licensed electronic platforms where buyer-accepted invoices could be auctioned to financiers. Risk attached to the buyer, not the supplier.
The Four Growth Levers
1. Regulatory push: Mandates for large companies and public-sector enterprises to join (CPSE deadline 30 June 2026). 2. Guarantee support: CGTMSE cover on eligible transactions from 26 September 2026. [VERIFY] 3. Multiple platforms: M1xchange, RXIL and Invoicemart/DTX created competition on pricing and service. 4. Digital data: GST and e-invoicing helped verify transactions.
