A Pipeline Report Worth Reading Closely: IEEFA on India's Storage Build-Out
The report's central message, tendered is not built, is easy to remember. The detail underneath is where it earns its keep.

IEEFA India Energy Storage Tender and Commissioning Pipeline · Editorial preview.
The Numbers
The Institute for Energy Economics and Financial Analysis (IEEFA) published key findings on India's energy storage market with data as of June 2026. IEEFA describes its mission as research on the transition to a sustainable energy economy. It argues for a particular direction of policy, so its work should be read as informed analysis with a point of view. We read the key-findings document.
The numbers: • Pipeline: about 103.4 GW tendered cumulatively, about 50 GW awarded, about 10.3 GW commissioned, which the report called "under 10% of the tendered volume". • Commissioned base: 7.4 GW (36 GWh) of pumped hydro and 2.9 GW (8.3 GWh) of battery storage. About 5 GW of the pumped hydro predates 2021, and around 82% of operating battery capacity was added in the preceding three months. • Target: the Central Electricity Authority's FY2030 target of 60.63 GW (41.65 GW battery and 18.98 GW pumped hydro), which would need about a sixfold increase in commissioned capacity in four years. • Awards: Q1 FY2027 awards fell about 78% year on year to roughly 920 MW, with three firms winning about 64%. • Tendering: 7,232 MW in April to June 2026, with standalone battery projects at 3,182.5 MW (about 44%) and round-the-clock renewable projects at 1,200 MW. June issuance was 4.2 GW, up 85% on May. Viability gap funding covered 2,900 MW, with support of up to Rs 18 lakh per MWh. • Prices and manufacturing: lithium iron phosphate cell prices of about US$55 per kWh ex-works in China in June, the fourth monthly increase; India has about 60 GWh of pack assembly capacity and about 2.5 GWh of cell capacity. • Contracts: about 630 MW/1,950 MWh contracted in June 2026. The report also noted a proposal by MNRE for a one-time, no-subsidy package for about 44.8 GW of renewable capacity with award letters but no signed power purchase agreements.
Our Arithmetic & Second Source Cross-Check
Our arithmetic: The target of 60.63 GW against 10.3 GW commissioned gives a multiple of 5.9, consistent with "about sixfold". The 41.65 + 18.98 split sums to 60.63. Battery 2.9 GW plus pumped hydro 7.4 GW gives 10.3 GW. Standalone battery tenders of 3,182.5 MW out of 7,232 MW is 44.0%. The ratio of the report's 8.3 GWh to 2.9 GW is about 2.9 hours, which means the average operating battery has about three hours of duration, by our division; two-hour systems dominate new tenders.
A second source on batteries: CREA's later quarterly snapshot reported about 9.1 GWh of battery storage operational and storage supplying up to 5.5 GW during night-time peaks. The two reports use different dates; IEEFA's data are as of June and CREA's cover July to September. They are consistent in direction.
“Under 10% of the tendered volume is commissioned.”
What Is Solid, Judgment & Data Gaps
The counts of tenders, awards and commissioning are factual, though they depend on IEEFA's compilation from public sources and may omit private contracts. The judgments are that a fraction commissioned of under 10% signals delay, and that the pumped-hydro tender in Madhya Pradesh, which was issued in June 2023 and is delayed by land and site identification, accounts for much of the gap in that category.
What the key findings do not tell us: • The treatment of cancelled or lapsed tenders. • The share of the 50 GW awarded that has signed contracts. • Project-by-project schedules. • The cost per MWh of discharged energy, as opposed to prices per kWh of capacity.
Questions for Authors & Citation Guidance
Questions for the authors: our list: 1. What proportion of awarded capacity has reached financial close? 2. How are projects that combine solar and storage counted? 3. What is the lag between award and commissioning in past cases? 4. How does the report treat tenders that were re-bid? 5. What would trigger a revision of its view on the CEA target?
How to cite it: "IEEFA, India energy storage key findings (data as of June 2026, published August 2026) reported about 10.3 GW of storage commissioned against about 103.4 GW tendered." Name the producer, the data date and the publication date. Describe the 44.8 GW proposal as 'reported by IEEFA', not as a published government decision.
Status flag: Based on IEEFA's key-findings document (data as of June 2026, published August 2026). IEEFA is an advocacy-oriented research institute; figures are its calculations from tender data. We read the key findings, not the full report.
